About sejmdiff
sejmdiff shows how Polish law changes: every act of Dziennik Ustaw and Monitor Polski, version after version, with each change marked line by line, the way programmers compare versions of code.
Official and reconstructed texts
Official versions of an act are the text as announced and each consolidated text (tekst jednolity). Between two consolidated texts there are often many amendments, so sejmdiff builds one version for each amending act by applying its instructions to the previous version. Those versions are marked as reconstructed.
Each reconstruction is compared with the next official consolidated text. The results are on the validation page.
Pending changes
For amendments already published but not yet in a consolidated text, and for bills still in the Sejm, sejmdiff shows a preview of the act after the change.
Who made the act
For statutes passed since 1997 sejmdiff shows who proposed the bill, the MPs who signed it, how every MP voted and who signed it into law. Each MP has a page with all of their votes on bills that became law.
Sources
All data comes from the public ELI API and Sejm API of the Chancellery of the Sejm and is updated automatically. The time of the last update is at the bottom of every page.
The same data is available as JSON; the API description lists the addresses.
Limits
- Reconstructed texts and previews are computed. An instruction is applied only when its place in the text is found exactly, and then in full; otherwise it is listed as not applied.
- Changes to annexes, titles, chapter headings and footnotes, and judgments of the Constitutional Tribunal, are listed but not applied.
- Sejm data starts in 1997. Sponsors are read from the bill's cover letter, so a scanned letter without text gives no names.
sejmdiff is not an official source. Only the text published in Dziennik Ustaw / Monitor Polski is legally binding.
